In a move that signals a cautious effort to ease diplomatic tensions, Japan’s Foreign Minister Toshimitsu Motegi engaged in brief exchanges with his counterparts from China and Russia during the ASEAN summit in Manila. This development is seen as a step toward maintaining dialogue amid challenging international relations.
Motegi reported having a brief and informal conversation with Chinese Foreign Minister Wang Yi, focusing on bilateral relations and underscoring the significance of continued dialogue for maintaining regional peace. However, China has dismissed the notion that any meeting or planned contact occurred, presenting a differing narrative from Japan’s account.
In addition to discussions with China, Motegi also confirmed a short conversation with Russian Foreign Minister Sergey Lavrov. This marks the first known interaction between top diplomats from Japan and Russia since the latter’s invasion of Ukraine in 2022. The dialogue touched upon bilateral relations and regional issues, indicating a cautious attempt to maintain communication channels despite geopolitical tensions.
Japan has been clear that these renewed diplomatic contacts do not signal a shift in its position on Ukraine. The country remains steadfast in its support for Ukraine and has not altered its stance on sanctions against Russia.
